UNITED STATES' AND PLAINTIFF STATES' INITIAL JOINT WITNESS LIST
Pursuant to Paragraph 6 of the Court's Pretrial Order No. 2, the United States and the Plaintiff States hereby file and serve the following list of witnesses that plaintiffs intend to call in their case-in-chief at trial. All of the witnesses except those listed as expert witnesses will testify pursuant to subpoena.

Plaintiffs' also will offer the testimony of other witnesses through deposition excerpts as provided in P 4 of Pretrial Order No. 2.
