• Deputy Director, Bureau of Competition, FTC, since March, 1998.
• Assistant Director for Policy and Evaluation, Bureau of Competition, FTC, July 1995 - March 1998.
• Counselor to the Assistant Attorney General in the Antitrust Division of the Department of Justice, 1993 - July 1995.
• Attorney, Sutherland, Asbill & Brennan, in Washington, DC, became partner in 1993.

The Bureau of Competition is the antitrust law enforcement arm of the Federal Trade Commision.  As Deputy Director of the Bureau of Competition, Tom oversees nonmerger enforcement, health care policy development, and competition enforcement in the FTC's regional offices

While at the law firm of Sutherland, Asbill & Brennan, Tom  practiced primarily in the areas of antitrust and federal litigation.

He is a member of the governing Council of the Antitrust Section of the American Bar Association, and was the editorial chair for its two-volume treatise, Antitrust Law Developments(Third).  Tom has written and spoken on various antitrust topics, particularly on intellectual property and vertical restraints.  He has published articles in several antitrust journals.
