The House of Representatives passed HR 775, the Year 2000 Readiness and Responsibility Act, late on May 12, 1999. It was passed by a vote of 236 to 190. The vote was largely along party lines, with 208 Republicans voting yes, and 180 Democrats voting no. However, the margin of victory was supplied by a group of Democrats from high-tech districts and Southern states.
The Democrats from districts with technology companies who voted yes include Earl Blumenauer (Portland, Oregon), Ellen Tauscher (Pleasanton, CA) Adam Smith (Tacoma, WA), Udall (Boulder, CO), James Moran (northern Virginia).
