H.  Initiation

1. Background

606. The Joint Board recommended that the Commission adopt rules that will permit schools and libraries to begin using discounted services ordered pursuant to section 254(h) at the start of the 1997 - 1998 school year. The Joint Board anticipated that schools and libraries may begin complying with the self-certification requirements as soon as the Commission's rules become effective.

2. Discussion

607. We concur with the Joint Board's recommendation and conclude that we adopt rules implementing the schools and libraries discount program at the start of the 1997 - 1998 school year. As discussed above, we also conclude that the funding year will be the calendar year and that support will begin to flow on January 1, 1998.
